Program Officer – Humanitarian and Governance

Based in the Australian High Commission, Islamabad, the Australian Agency for International Development (AusAID) manages the Australian Government’s aid program to Pakistan. The program is substantial and growing, and is focused on reducing poverty and promoting sustainable development by assisting Pakistan in areas including health, education and rural development. Australian aid is delivered in partnership with the Government of Pakistan and other bilateral and multilateral agencies.
AusAID is seeking a highly-skilled development professional for the position of Program Officer. The successful candidate will work as part of a small team to develop, administer and monitor Australian humanitarian and governance assistance to Pakistan.
Selection Criteria

A university degree (preferably at post-graduate level), in a field related to development assistance, from a recognised institution;

At least five years demonstrated experience working in the development sector (preferably within a bilateral or multilateral donor or NGO);

A well developed knowledge of development issues in Pakistan, in particular in the humanitarian and governance sectors;

Highly developed analytical skills;
-
Demonstrated capacity to manage development projects and programs;

Demonstrated leadership and team work skills, including the capacity to work in a small team;

Proven initiative and resourcefulness and the capacity to work with minimal direction while exercising judgment, maturity and flexibility;

Excellent oral and written communication skills in both English and Urdu; and
-
A high level of computer literacy including previous experience with Microsoft Word, Excel, e-mail and the internet.

SERVICES/TASKS
PROGRAM OFFICER – HUMANITARIAN & GOVERNANCE
PROGRAM SUPPORT UNIT, ISLAMABAD
AUSTRALIAN AGENCY FOR INTERNATIONAL DEVELOPMENT
The responsibilities for this position include:
POLICY AND PROGRAM

Apply technical knowledge of AusAID systems and processes, implementation of Australian Government aid policy and strategy to the identification, design, implementation, evaluation and review of the Humanitarian and Governance programs, policies and strategies;

Assist with identification of programming options for Australian assistance in the Humanitarian and Governance sectors;

Assist in preparation of Sectoral Strategy Papers including: conducting basic research analysis & preparing factual reports, and providing logistical and administrative support to the in-country programming missions;

Participate as a member of design, appraisal, evaluation and other project cycle teams, and provide administrative and logistical support to these teams as appropriate;

Undertake day-to-day management of Australia’s Humanitarian and Governance Programs including: financial administration, coordination of quality reporting, monitoring and evaluation activity management and program extension activities;

Monitor progress of projects and activities under direct area of responsibility including undertaking periodic visits to programs and projects within Pakistan to assess and report on implementation progress;

Provide regular updates and advice to Desk on program and performance issues including lessons learned and good practices;

Maintain a strong focus on the achievement of AusAID's policy objectives relevant to gender and development, ecologically sustainable development and poverty alleviation, in relation to performing all of the above duties;
COMMUNICATION AND REPORTING

Represent AusAID in relevant forums and missions and Liaise with defined government agency staff, multilateral/implementing partners and other relevant organisations in the country related to the assigned program activities;

In the interest of effective program implementation, establish networks and foster good relationships with partner government, key stakeholders, development partners and whole of government partners;

Achieve and maintain a level of effective and efficient communication that enhances team work within area of responsibility and between the Post and the Desk;

Perform other duties, as required, consistent with expected duties and the achievement of program objectives.
