Information Pack for Australian Passport Application (PC8) – By Appointments Only

Eligibility

  • first-time child applications
  • applicants aged 16 or 17 at the time of lodgement.
  • has both parent consent for minors under 17 years of age.
  • first adult passport
  • applicant is based in Pakistan.
  • if adult passport has been reported lost, stolen, or cancelled.

 

If you meet all of the above criteria, you may complete your PC8 online overseas passport application form in our APPLICATION PORTAL. Please ensure that you read all below and attached instructions carefully.

For first-time child applications and applicants aged 16 or 17, the application must be lodged in person by appointment only.

Please note that due to increase in demand for Australian passport, there is considerable waiting time for appointments.

For applications lodged in person in Pakistan

  • Please complete Overseas Passport Application form online using the APPLICATION PORTAL. Please note onshore application form is not acceptable.
  • Please ensure you bring all original documents, along with the completed application form, to your scheduled appointment.
  • If any original documentation is held in Australia by the non-lodging parent, it must be submitted to the nearest passport office at least one week prior to the appointment, accompanied by the non-lodging parent’s written consent and a copy of their photo identification.
  • Incomplete applications will not be accepted, and a new appointment will need to be scheduled. Common issues include:
    • Missing of any original cardinal documents - Check the list of supporting documents
    • Missing parental consent – ensure both parents have provided appropriate consent as outlined in the application requirements, Check the consent section  
    • Incomplete guarantor or consent sections – this includes photographs not properly endorsed, or where the guarantor/witness does not meet the eligibility criteria, or the consent section is not appropriately completed.
    • Photographs that do not comply with the specifications – including those that are digitally altered, damaged, or contain ink marks. Please refer to the photo guidelines.  Check photos section
    • Signatures outside the designated white declaration box or incorrect date format. Dates must be written in the DD/MM/YYYY format.

         Guide for Australian Passport Application (PC8) – By Appointments Only

              

 1.Complete the online form in our APPLICATION PORTAL

  • Please complete overseas passport application (PC8) only
  • The application must be lodged within six months of completion.

            

 2. Photos

  • Provide four recent identical colour photographs, taken within the last six months. Please refer to camera operator guidelines and Passport photo guidelines for more detailed requirement.​
  • The two, out of four, photographs must be endorsed on the reverse side by the child’s guarantor. The endorsement must be written clearly and legibly in black pen and must state: “This is a true photo of [insert child’s full name],” followed by the guarantor’s signature in black pen.
  • Do NOT attach the photographs to the application form, as this may cause damage.

You may wish to obtain your photos from one of the suggested photo studios in Pakistan, however, “The Australian High Commission does not endorse any of the photo studios listed, provides no guarantee as to the quality of their services and accepts no liability should you choose to engage any of them".

                                                                                 

             

 3. Parents proof of identity

  • Both parents (or all individuals with parental responsibility for the child, as indicated in Section 17 of the application form) must provide identity documents that clearly display their full name, photograph, signature, and current residential address in Pakistan.
    • Name changes: If the current names of either parent are different to how they appear on the child’s birth certificate, please include name change certificate or complete B11 General Declaration Form explaining the reason of name change.
    • Current address: If the lodging parent’s photographic identification does not display their current residential address or have the address in local language, a B11 General Declaration Form must be submitted confirming the address.

 

              

 4. Print the application form

  • Print your application on plain white A4 paper, using black ink only. Ensure that the application form has printed in full and is not cut off at the top or bottom of the page.
  • US standard letter paper or US legal paper sizes are also acceptable, but only if they’re scaled properly.  Refer to Child passport | Australian Passport Office.
  • Provide current contact details on the form (including mailing address), for Pakistan

             

 5. Signing the application form

  • Sign the form using black pen, ensuring your signature is fully contained within the designated signature box including name of lodging parent written in BLOCK LETTERS within the designated name box. Please do not make any alternations or use correction fluid on the signature or date.
  • Children 10 years or older must sign the application form ensuring signature is fully contained within the designated signature box unless there is a medical reason or disability that prevents them from signing.

             

 6. Guarantor

  • A non-Australian guarantor must sign section 11 of the application form. Remember the guarantor must also endorse the back of a passport photo by writing ‘This is a true photo of [the child’s full name]’ and signing in black pen.

             

 7. Consent

  • Parental Consent is required for a child passport.  In this case each person with parental responsibility must agree or consent to the child being issued with a passport or other travel document. Each person must provide this consent by completing sections 12 to 15 of the application form. See:  Parental Responsibility and Consent
  • If a parent is residing in Australia: Their signed consent must be submitted, along with a copy of their photo identification, to the nearest Post Office or Passport Office at least one week prior to the scheduled appointment.
  • If a parent is residing outside Pakistan: Their signed consent and a copy of their photo identification must be submitted to the nearest Australian diplomatic or consular mission at least one week before the scheduled appointment.

 8. Payment

  • The preferred mode of payment for passport fee is either by credit/debit card or bank draft in Pakistani Rupees in favour of Australian High Commission Official Account” for the exact payable amount.
  • As passport fees in Pakistani Rupees are subject to change due to exchange rate fluctuations, we kindly recommend confirming the current fee prior to making the bank draft. You may do so by calling us on +92 51 835 5500 (select option 2) or emailing [email protected].

 9. Check the list of supporting documents

 

          

 10. Complete your application

  Have you included:

  • Applicant’s complete printed and signed application form.
  • Four (4) Passport photos including two properly endorsed by the guarantor.
  • If any parent is outside Pakistan, has submitted his/her consent with photo ID to the nearest Australian Mission overseas or if in Australia, to the post or passport office at least a week before the scheduled appointment.
  • Both parents signed the consent page, properly witnessed by a non-related person.
  • Both parents passports/photo ID that show their name, photo, signature and current address in Pakistan.
  • If paying passport fee via pay order/bank draft, make sure it is correctly issued in favour of “Australian High Commission Official Account” from any bank in Pakistan.

           

 11. How long will it take?

 Please note the following guidelines regarding the processing of in-person passport applications:

  • Please allow a minimum of six weeks from the date of lodging a complete application for the processing and delivery of a new passport. A receipt will be issued only once the application is deemed complete and accepted for processing. Incomplete applications may be placed on hold or returned due to missing or insufficient documentation.
  • While most applications are finalised within six weeks, complex cases may require additional time. Please note that priority and fast track processing is NOT AVAILABLE in Pakistan.
  • Once issued, new passports will be dispatched via a local courier service to the applicant’s nominated address.

  PLEASE NOTE: incomplete applications will cause delays.

    

 12. How to access Diplomatic Enclave Islamabad

  • Access to the diplomatic enclave in Islamabad, where the Australian High Commission (AHC) is located, has been restricted by the Pakistani Government for security reasons. Access is only possible after you have scheduled an appointment with the AHC.
  • Visa Seeker Shuttle Service (VSSS) has an office and bus station located on the corner of Third Avenue (Quaid-e-Azam University Road) and Murree Road. Bus tickets are available for sale at this office. VSSS offer standard service at PKR 1,500.00 per person. (The shuttle service is managed by the Capital Development Authority, and the price is subject to change without notice). *There is no public parking near the AHC’s Passport and Consular section. Further information about this service can be obtained directly from VSSS office.
  • The Google Location of VSSS: search for " Visa seeker shuttle service " on Google Maps.
  • Please keep a print of the appointment confirmation email handy while attending the shuttle bus station and arrive at the shuttle bus station at least one hour before your scheduled appointment to allow time for security checks.
